
Xi’s government has not criticized Russia’s military actions, despite declaring that it had a friendship “without limits” with Moscow prior to the February 24 invasion of Ukraine.
Russian President Vladimir Putin thanked Chinese leader Xi Jinping for his “balanced” approach to Ukraine’s crisis. He also criticized Washington for its “ugly” actions at a meeting that came after a significant setback for Moscow in the battlefield.
Putin stated that he wanted to address unspecified concerns by China regarding Ukraine during the beginning of talks with Xi.
Putin, facing Xi at a long table, said that “we highly appreciate the well-balanced position of our Chinese friend in connection to the Ukrainian crisis.”
He said, “We are sensitive to your concerns and questions in this regard. We will certainly offer a detailed explanation of how we stand on this matter during today’s meeting, even if we had already discussed it earlier.”
They met at the Shanghai Cooperation Organization, which includes India and Pakistan as well as four ex-Soviet countries in Central Asia. As a counterweight to U.S. influences, the security alliance was formed.
The Chinese government issued a statement after the meeting that didn’t mention Ukraine but stated that Xi had promised “strong support” for Russia’s “core interest.”

Moscow is supporting China in its efforts to strengthen their alliance amid tensions with Washington that erupted following a visit by Nancy Pelosi, the U.S. House Speaker, to Taiwan.
Putin stated to Xi that he condemned the provocations by the U.S.
The summit takes place in the context of Russia’s attack on Ukraine. It is also taking place against the backdrop of hostilities between Armenian and Azerbaijan, not far from Uzbekistan. There are also strains in China’s relations with Washington and Europe due to disputes over territory, technology, and security.
Putin criticized the United States and its allies for trying to dominate global affairs at the beginning of his one-on-1 talks with Xi.
“Attempts to create unipolarity have taken a very ugly turn in recent years. These are unacceptable for the vast majority of countries on the planet,” he stated in his opening remarks.
Putin stated that the “twins of Moscow and Beijing play a crucial role in ensuring regional and global stability.” We stand together for the formation of a just, democratic, and multipolar world that is based on international law, the central role played by the United Nations, and not on rules created by those who force them on others without explaining their meaning.
Xi was more cautious, saying that in the face of the changes in world times and history, China is willing and able to work with Russia to show the responsibility of a large country, play a leading part and inject stability and security into a turbulent and interconnected world.
